Present:  M. Dempsey, J. Stewart, S. Benanti, T. Schaefer

ConCom Business - 97R King Street ORAD signatures.  

ConCom Business - M. Dempsey made a motion to accept the minutes from February 15, 2006 as submitted by L. Felch.  S. Benanti 2nd.  All in favor.  Unanimous.  

55 Center Street - DEP #030-0368.  
Present:  George Charest

T. Schaefer, S. Benanti and T. Grim went to this site on February 18, 2006 at 8:00 am and made observations.  M. Dempsey sent Jack Sullivan an email regarding some of the things they saw.  

He asked that they update the plans with:
-       A line of hay bales for erosion control need to be pulled back and placed at 25’ if possible.  
-       Permanent erosion controls proposed for the slope between the current driveway and the stream, ie       landscape timbers and grass.  
-       In the rear of the property, the large pile of grass clippings and loam and disturbed soil within the   25’ no-disturb zone of the wetlands.  Would like a proposal to move pile safely out of 25’ no   disturb zone.   

Jack Sullivan returned an email to M. Dempsey and said he would work on these issues.  George Charest said he spoke to Jack Sullivan about the issues.  He brought in revised plans as well as pictures of the driveway and street.  He said if the driveway goes in between 2 trees (one is a large oak tree), it will go into no-cut zone by 2’.  That would let him keep both trees.  Erosion controls would be a continuation of the retaining wall, two landscape timbers high and grass.  G. Charest said he would shovel out the grass clipping and loam.    

T. Schaefer asked G. Charest about his plans for the culvert pipe. G. Charest said he will install a new, large plastic culvert pipe and that he would need to use an excavator to dig.  He said he got permission in the 1990’s to maintain the culvert pipe.  ConCom will need to look at it the day he plans to do the work.  A preconstruction meeting will need to take place 48 hours beforehand.  The culvert will replaced in the same general area.  

M. Dempsey made a motion to close the hearing for 55 Center Street NOI with an issuance of OOC to cover the work based on the previous discussion.  T. Schaefer 2nd.  All in favor.  Unanimous.   Hearing closed at 7:45 pm.
 
198 Seven Star Road - GRDA - Replacement Septic
Present:  D. Dehullu, Dehullu Homes

Hearing opened at 7:50 pm.  M. Dempsey marked on the plans a line of hay bales, surrounding the work on 3 sides.  T. Schaefer asked her how long the work would take.  D. Dehullu said within a couple of days.  J. Stewart said if she needed to stockpile any materials, to keep it out of the 75’.  T. Schaefer made a motion to accept the plan for the replacement septic at 198 Seven Star Road.  M. Dempsey 2nd.  All in favor.  Unanimous.  M. Dempsey will issue a permit letter for this.  The letter will specify that ConCom should inspect the erosion controls 48 hours before work begins.  Hearing closed 7:58 pm.

200 Seven Star Road - GRDA - Septic
Present:  D. Dehullu, Dehullu Homes

Hearing opened 8:00 pm.  This project is a new septic on a brand new lot.  M. Dempsey asked if they are going to do any grading?  D. Dehullu said only around the house, maybe within the 100’ buffer and will keep soil out of the 75’.   J. Stewart said there are wetlands in front of house.  Someone may want to fill it in in the future.  M. Dempsey will issue an order because it’s a new house.  One marker 25’ off the edge of the wetland at the front of the house, next to the wetlands.  M. Dempsey made a motion to accept this new house and septic system for 200 Seven Star Road and issue an OOC under the GRDA process.  T. Schaefer 2nd.  All in favor.  Unanimous.  Hearing closed at 8:16 pm.

J. Stewart made a motion to close the hearing at 8:30 pm.  S. Benanti 2nd.  All in favor.  Unanimous.
