ConCom Business - Minutes
M. Dempsey made a motion to accept the minutes from April 5, 2006 as submitted. S. Benanti 2nd. 3 voted yes. 2 abstained. Motion passed.
M. Dempsey made a motion to accept the minutes from May 17, 2006 as submitted. T. Schaefer 2nd. All in favor. Unanimous.
ConCom Business - 186 Washington Street Septic Plan
M. Dempsey looked at the plan and went to BOH meeting Wednesday night. Unable to tell how far septic system is from the pond. M. Dempsey will tell them he would like to have a wetland scientist submit a letter.
213 Washington Street (Informal Hearing) -
Present: Jim Logan, applicant. Informal hearing opened at 7:33 pm. The work is 50’ away, but less than 75’. He needs to submit a GNOI and advertise in the newspapers. Hearing is scheduled for June 21, 2006.
4 Marion Ave - GNOI/NOI Dock and Pathway
Present: Carl Keene. Hearing opened at 7:40 pm.
C. Keene submitted green cards and tear sheets. DEP #030-0370. C. Keene said he would like to put in a dock. He spoke to the harbormaster and has a 10A from Jack Callahan, Assistant Harbormaster. He is open to do whatever ConCom wants regarding the pathway.
There were three comments from DEP, which C. Keene addressed. 1) How was top of bank determined? By first observable bank in slope. There are bank flags in the existing Orders of Conditions which he got from Maureen Hanley, Norse Environmental, when she did the approved dock permit for Lot 2 2) Chapter 91 License Required: He made a mistake in the application writing that the “dock would be posted to bank” He would like to amend - to “not posted to bank”. Temporary - not permanent. 3) Construction of Pathway. M. Dempsey said that’s the part that concerns ConCom the most. The Commissioners then looked at the map/plan. C. Keene consulted Maureen Hanley regarding the best way to create path
creating the least amount of erosion. She suggested a gravel pathway with mulch on top of it and water bars. Zero trees need to be cut. There is a path from the past that exists.
A dock has been approved for the development’s use, however, it hasn’t been done yet. C. Keene said he has zero control over the development’s dock, ie, its safety, construction, his property on it, or even when it will exist. His boat is currently parked in his yard. T. Grim said if they put in a 4’-5’ wide path. Going down at an almost 50% grade, they’ll need cutting on one side and banking it on the other side - terracing. C. Keene is willing to have a smaller path. M. Dempsey said this property had a history of erosion control problems that weren’t stabilized. T. Grim said this is a sensitive site and needs site walk. C. Keene said this property is no steeper and 2 Marion; he said the amount of wetlands area affected in his
design is only 2% vs. 3.6% for Al Coulliard’s. Site walk 8:00 am Saturday, June 10, 2006. Hearing continued to June 21, 2006 at 7:30 pm. S. Benanti, T. Schaefer, J. Stewart, and M. Dempsey need to be at the hearing scheduled for June 21st to comply with the law. T. Grim made a motion to continue the hearing until June 21, 2006. S. Benanti 2nd. All in favor. Closed 8:06 pm.
20 Cranton Ave - GNOI
Hearing opened 8:10 pm.
Submitted tear sheets. Project is to build a breezeway, garage, and room above. He would like to bring it up to level with the street, so he’s proposing a foundation 8’ in the back and 4’ in the front. Commissioners drew on the plan where the hay bales need to be put. One line of hay bales 20’ long extending off the back of the house roughly diagonal across where the proposed wood deck is outlined on the plan. Second line of hay bales 80’ “V” shaped starting at the fence to the pool and extending in the shape of a “V” and roughly along the fence line turning at the corner of the fence line, roughly perpendicular up the hill. He will call T. Grim (or the ConCom office) for a site visit 48 hours before starting the project to
have erosion controls checked. T. Grim made a motion that ConCom issue a permit for 20 Cranton Ave with the hay bales as described earlier in the minutes, for an attached garage and a breezeway. M. Dempsey 2nd. All in favor. Unanimous. Hearing closed at 8:20 pm.
ConCom Business - Summer Schedule
Summer meetings will be held July 19th and August 16th. Sign-Offs will be every Monday evening at Town Hall from 7:00 pm - 8:00 pm except holidays.

ConCom Business - Consultant Position
Hearing opened at 8:35 pm. ConCom has a proposal to hire a consultant to act as our agent to do work on follow-up with missing Orders of Conditions, missing Certificates of Compliances. The quote from Turgeon Environmental Services was $75/hour; a quote from Leah Basbanes was $65/hour; a quote from Wetland Preservation was $50/hour plus $5/day travel fee; a quote from Claudia McKee was $30/hour. T. Grim made a motion hire Claudia McKee as ConCom’s agent as a consultant, for no more than 10 hours per week at $30/hour, not to exceed $5,000 for the calendar year 2006. M. Dempsey 2nd. All in favor. Unanimous. Hearing closed 8:45 pm.
ConCom Business - Meadow Pond Reservation
Meadow Pond Reservation is approximately 60 acres. It was purchases in 2002. Since ConCom bought it, it was moved by the state to protect, along with the Town of Georgetown, as much land in there because of the Blandings Turtles. It is an official habitat, either the first or second largest in the state. The Department of Fisheries and Wildlife is trying to purchase a lot more of the open space that’s not protected on the Georgetown side. There is one parcel that 28A Uptack road that’s 8 acres that borders the land we own at Meadow Pond and Uptack Road. The resident also owns four more acres that abuts the road. It’s a top priority open space land to purchase because it‘s potentially developable and right next to protected habitat. Owner will be
selling to us if we met the price. M. Dempsey made a motion that ConCom recommend to the Open Space and Trails Committee to place 28A Uptack Road as a high priority purchase site to protect turtle habitat and open space. T. Grim 2nd. M. Dempsey will be meeting with the Selectmen next Monday night to discuss. All in favor. Unanimous.
M. Dempsey made a motion that ConCom pay for one appraisal for 28A Uptack Road, not to exceed $3,000. S. Benanti 2nd. All in favor. Unanimous.
M. Dempsey made a motion to adjourn the meeting at 9:05 pm. T. Grim 2nd. All in favor. Unanimous.
