Conservation Commission Minutes 09/13/2006

Blandings Turtles Released  - Informal Hearing
Present:  John Soucy

John Soucy brought a letter to the Conservation Commission regarding a man releasing turtles on his private property.  J. Termini suggested he bring this to the attention of the environmental police.  The man releasing the turtles probably believed he was doing the right thing.  M. Dempsey thanked J. Soucy for bringing the issue to ConCom’s attention.  M. Dempsey will send letter to Mr. Serio and contact the state about it.  Informal hearing closed 7:35 pm.  

ConCom Business - Minutes  
M. Dempsey made a motion to accept the minutes as presented for:  June 21, 2006, July 19, 2006 and August 16, 2006.  J. Termini 2nd.  All in favor.  Unanimous.   

Lot 8, 20 Stonebridge Rd., Lot 8 - Amend to OOC
Present:  Geoff Follansbee, Owner

Hearing opened at 7:40 pm.  Geoff Follansbee, owner.  DEP# 30-337.  There was a question if an amendment to an OOC needed to be filed with the State.  It was later determined that, no, it is not filed with the State, only with Groveland.  

G. Follansbee would like to change Attachment 5, Section 5.  He would like to change verbage to include a spreading shrub in place of every other maple tree.  He said the 2” maples would be crowded  and would need more room to spread out.  J. Termini asked if he spoke with Walker Development.  G. Follansbee said he did.  He’d like ConCom to look at Lot 7 and let him do the same thing with Lot 8.   

M. Dempsey read what was approved on the abutter’s lot.  G. Follansbee is amenable to the changes as stated.  J. Termini pointed out to him that he needs to give a copy of the documents to the future owner.  

Hearing continued until September 27, 2006.  A site visit is scheduled for this Saturday, September 16, 2006 at  8:30 am.  Hearing closed 7:52 pm.

ConCom Business - Division of Fisheries and Wildlife
Under the Division of Fisheries and Wildlife, the State has a public access board.  They install boat launches for fishermen as well as parking areas.  Meagan Whithed contacted them and was told that they will install a boat launch in at the bottom of the hill, as well as pay to have a parking area made for 5 or 6 cars.   The intent is to provide parking and clear access to the pond.  The Veasey Committee agrees that it’s a good idea.  M. Dempsey made motion that ConCom accept the boat launch access to Johnson’s Pond at the bottom of Veasey Park to be provided by the Dept. of Fisheries and Wildlife.  J. Termini 2nd.  All in favor.  Unanimous.   

ConCom Business - Water Dept Cutting Trees
The ConCom secretary will call Frank Giordano from the Water Department to ask him to come to a meeting to have an informal discussion about permits for cutting trees in the future.   

ConCom Business - Savory Woods
A site visit is to be conducted during or just after a significant rainstorm.  We haven’t had a significant rainstorm since the last meeting.

M. Dempsey made a motion to close the meeting at 8:08.  J. Termini 2nd.  All in favor.  Unanimous.
