Meeting opened at 7:14 pm
ConCom Business - M. Dempsey made a motion that ConCom accept the minutes from September 13, 2006 as submitted. J. Termini 2nd. 2 voted yes, 2 abstained. Motion passed.
ConCom Business - Division of Fisheries and Wildlife sent an agreement to install boating access to Johnson’s pond. Commissioners signed this document.
ConCom Business - 1 Main St. C. Mckee made a site visit and recommends they file both an NOI and GNOI.
ConCom Business - 213 Washington St. - T. Grim will make a site visit regarding erosion controls.
ConCom Business - 19 Fairview Circle - Update. Trees were cut in the wetlands. F. Giordano was asked to attend tonight’s meeting but would not attend. His secretary, Pat Rogers, requested a letter from ConCom stating that everything is okay at the site and that no one was liable. J. Termini suggested that the letter should state there was a violation. M. Dempsey will call the Water Dept. and request F. Giordano to come to a Conservation meeting. J. Termini suggested a representative from the Water/Sewer Board come to the meeting as well.
ConCom Business - 342 Center St. - M.Dempsey received an email from Nancy Lewandowski, calls and letter. C. McKee made a site visit and recommends they file.
20 Stonebridge Road - Amendment to OOC.
Present: Geoff Follansbee
G. Follansbee would like to amend his OOC to be similar to his abutter’s regarding trees and distance. M. Dempsey made a site visit and approves of the changes. M. Dempsey made a motion that ConCom close the hearing for 20 Stonebridge Road and make the changes to the OOC to allow alternate maple trees and blueberry bushes. J. Termini 2nd. All in favor. Unanimous.
860 Salem Street - Chesterton- Continued
Present: Neil Leonard, Linda Loreth.
Filing paperwork received and $75 fee. Over the years, accumulation of dirt and silt has collected in the Brook bed, and they would like to correct the problem. It is impeding the flow of water. They claim that twice last year, the brook flooded over the roadway because of the flow. Photos were brought that depict the water accumulation and where the silt is in the brook.
They would like to take out the silt and dirt so that the brook will return to the way it used to be. M. Dempsey mention that 2 ½ years ago, a retention pond was installed to stop the problem. They would like to ream it out and channel it. M. Dempsey pointed out that Brindle Brook is an intermittent stream. N. Leonard suggested that at outflow of culvert, install 6” rocks to help with erosion and stabilize with hay bales and silt fence before and after each area to catch sediment. J. Termini asked if he planned to replace it in the future? N. Leonard said yes, they’re working on a plan.
ConCom determined they need engineering advice with drainage improvement for the property. N. Leonard said he’d like to propose lots of drainage improvements for the property, ie, diverting the brook into an open swail and storm septors and is working on a proposal with Christensen. L. Loreth said they‘re working on it as an emergency project.
M. Dempsey asked if he could get it cleaned out and lined with gravel this fall. He reminded N. Leonard of the seasonal restriction. M. Dempsey requested his engineer make recommendations and to point out areas of ponding and open swails so that it will be fixed the right way. Hearing continued until October 11, 2006. J. Termini requested he bring his engineer.
308 Main Street - RDA
Present: Greg Stark
G. Stark (of Stark & Cronk) would like to trim trees and shrubs for safety and visibility at the Stark & Cronk parking lot adjacent to bridge. In the past years, the town highway dept has done the trimming. G. Stark is very concerned for the safety of his customers. He claims cars come off bridge and whip around corner and almost hit people. One customer’s Mercedes was smashed into from someone traveling fast around the corner.
T. Grim asked how much cutting was required? G. Stark said it goes down 12 - 15’ to the river. He said if it’s trimmed at road height, there would still be 15’ ConCom is concerned about the stabilization of the bank. G. Stark said he is not taking anything out, there would be no grading, and no stumps to come out. J. Termini reminded him that nothing is to be thrown into the river, and that the cuttings need to be removed. T. Grim made a motion to allow cutting at 308 Main Street, from the line of the bridge upstream to the perpendicular line from the 1st telephone pole to the river. No more than 5’ below bridge level. T. Schaefer 2nd. All in favor. Unanimous. Hearing closed 8:29 pm.
ConCom Business - End of year site visits. Notification of any ongoing projects that the waiver period (seasonal restriction) is November 1st through April 15th. Inspections will be scheduled for Saturday, October 21, 2006 for: Stonebridge, Pineau Estates, Savory, Marion Ave, and 10 Wood St. from 8:00 am - 12:00 noon.
ConCom Business - Whitestone Certificate Of Compliance. T. Grim said many Order of Conditions were issued more than 2 years ago. They will need to apply for an extension if they haven’t missed the filing date already.
ConCom Business - 94b Main St.- Savory Woods - T. Grim has made a site visit, but there hasn’t been a significant rain event. He said the grass has grown and that they built up retaining wall more. He suggested they build up a foot-tall berm. T. Grim will call everyone at the next rainstorm.
T. Grim made a motion to adjourn the meeting. T. Schaefer 2nd. All in favor. Meeting closed 8:45 pm.
