ConCom Business - Minutes
M. Dempsey made a motion to accept the April 9, 2008 minutes as submitted. T. Grim 2nd. 4 yes, 1 abstain.
Shanahan Field – Informal Meeting
Present: Joe D’Amore
Opened 7:30 pm. M. Dempsey gave the background of this project. CPA funds were approved at Town Meeting for filing for the soccer field configuration and the park. J. D’Amore said he had no details on status of the paperwork. A Wetlands scientist consultant group is working on it. M. Dempsey suggested a site visit before the next meeting. There is an ongoing maintenance issue because the river floods, people use the area as a dump, there are vandalism issues, etc. Informal hearing closed 7:40 pm.

2 Marion Ave. – Continued – Deck and drainage basin.

Carl Keene recused himself because he is an abutter. Commissioners had a site visit and M. Dempsey went to the site again tonight. Steve Benanti provided photos. There was an enformcement order to the previous owner because of problems at the site. The site needs two Certificates of Compliance before moving forward. Hearing closed 8:06 pm.
Carl Keen rejoined the meeting at 8:07 pm.
MEC Right-of-Way –
Present: Tim Sullivan, ENSR; George Danek, NGMD
Hearing opened 8:07 pm. Opened 8:07 pm.
Project is the same line as before with washout. There will be mowing along the side at the top of the railroad bed and a little on the side. They will cut the old poles flush. M. Dempsey asked if they filed with National Heritage? T. Sullivan said no, because they have an operation management agreement. They submit lists once a year for maintenance projects and National Heritage comments back on them. There were no comments for this project from Nat’l Heritage. M. Dempsey pointed out that the section between Baldwin and Ashcroft Streets and from Main Street to Center street is more sensitive.
When asked how long the project will take, G. Danek said they will cover approximately one mile per month, ie, one mile in Haverhill; 2 miles in Groveland. A site visit is scheduled for Saturday, May 17, 2008. Hearing continued until June 11, 2008. Hearing closed 8:26 pm.
ConCom Business – Waterfront Survey with MACC
Carl Keene participated in a waterfront shoreline survey with the MACC, spaning from the Rocks Village bridge to the Haverhill bridge. He noticed quite an amazing diversity on the waterfront, ie from run-down garbage areas to multi-million dollar homes with lawns right up to the water. Some lots had running pipes. ConCom is concerned with the number of people who have developed right to the water line. C. Keene spoke with the harbormaster who collects and stores docks for everyone on the river. There is no connection with ConCom and the docks not being enforced. It’s a loose situation.
Commissioners discussed how to address violations and the concern with pipes discharging into the river. The information needs to be gathered and put into a format ConCom can use. Suggestion of binding permitting of docks with ConCom.
S. Benanti made a motion to adjourn the meeting at 8:40 pm. T. Schaefer 2nd. All in favor. Unanimous.
