Conservation Commission Minutes 01/14/2009
January 14, 2009

Present:  M. Dempsey, C. Keene, T. Grim, T. Schaefer , S. Sexton

Meeting opened at 7:20 pm.  

ConCom Hearing:  MVPC – Groveland Wetlands Map w/Property Line Overlay
Present:   Jerrard Whitten MVP, GIS Manager
J. Whitten provided Commissioners with an overview regarding how the community can obtain services:

  • Use of local technical assistance time.  Requests for maps, etc., can be submitted.  Each year the town gets 70 hours.   Half (35) can be used for GIS data.  
  • Direct contract work.  Community contracts with them.  Update property parcel data.  Set of plans – into GIS format – maintain GIS data.  
  • Grant funds
  • My Map – internet based application.  Customized based on local data.  Assessors, building permit data, etc.  GIS mapping application.  Search by street, map/lot, house number.  
  • MIMAP = (Municipal Information Mapping Access Program)
  • Helpful because boards aren’t always able to communicate with each other.  Deed restrictions, ConCom restrictions, etc.,  can email map to others and print maps.  
  • Can click data on or off – wetlands, floodplain, etc.  
  • Link – get pictometry – aerial photography.  
  • Click layers – you’ll get the property lines on the aerial photography picture.  
  • $1,500/year if on assessors – otherwise $2,500/year.
  • Can find abutters within 100’ of the property – can export to mailing labels.

ConCom Hearing:  Groveland Municipal Light Department – ANRAD
Present:  Dennis Hamel  
Opened 7:52 pm.  
ANRAD – determine wetland boundaries.   12/1/08 delineated prior to snow.  Flagged per survey.  Existing conditions and wetland lines.  Buffer zone covers the majority of the site.  

M. Dempsey suggested a site visit.  The Light Department does not have a timeline at the moment.  There are no immediate plans at the time.  Town owns the property.  Hearing continued to March 11, 2009.  At the February 11th meeting, concom will  plan a site visit after the snow.  

Abutters present would like to attend the site visit.  Hearing closed 8:03 pm.  

ConCom Business – M. Dempsey made a motion to accept the minutes from the December 10, 2008 Conservation meeting  as submitted.  T. Grim 2nd.   4 yes.  1 abstain.  

 ConCom Hearing:  Lot 24, 3 Stonebridge Road - OOC Extension Request
Present:  Greg Hochmuth.  Opened 8:05 pm.  This is the second extension request.   Continued to February 11, 2009.  Closed 8:13 pm.

ConCom Hearing:  18 Stonebridge Road – NOI
Present:  Greg Hochmuth.  Hearing opened 8:14 pm.  

G. Hochmuth submitted tear sheets and green cards.  The project is a swimming pool on the property within border zone of BVW.  They plan to install a door at the back of house to walk on the patio.  The pool itself is outside the 75’ No Build.  It is currently lawn.  They want to push the yard back to provide more usable space.  There’s a steep slope to edge of woods.  4 to 1 slope.  Want to push it out to make it flat.  Boulder 1 to 1 slope.  Relocate granite monument.  No work is planned in the 25’ No Disturb.  Small shed for lawn tractor, rakes, shovels.  No chlorine, etc., will be stored there.  Fence follows the patio and ties into the house.  Everything will be loamed and seeded.  DEP had no comments.  Natural heritage took this section off their map – no filing required.  

T. Schaefer asked how the pool would be drained?  G. Hochmuth said it was a Non-backwash filtration system.  If pool were to be drained, a condition would need to be added to state the it needs to be pumped away and have to pump an upward slope.  

M. Dempswey asked what was the plan between the boulders and the patio?  G. Hochmuth said they’d like to level it out to provide a flat area for kids to play.  M. Dempsey how they plan to grade it?  G. Hochmuth said with machines – probably an excavator.  Commissioners are very concerned because this is one of the most sensitive lots in the whole development.   Commissioners plan to have a site visit as this is the most  environmentally sensitive lot in the whole development.  The plan for the pool is outside of 75’, but Commissioners are concerned about a precedent working right up to the 25’ No Disturb zone.  Commissioners want to see what the water’s going to be like in spring conditions.  Continued to March 11, 2009.  Closed 8:31 pm.  


ConCom Hearing:  Groveland Open Space and Trails
Present:  Bob Guptill, GeneBlatt, Richard Lombard

8:36 pm opened.  Viewed TOG wetlands map given by the MVCP Jerrard Whitten.  

G. Blatt said they had their meeting regarding  the Kelly property.   P & S has been prepared by town counsel.  Property assessed for $50K.  Agree to buy for $60K, need to come up with $10K.  

M. Dempsey  contacted Essex County Greenbelt.  He spoke with Ed Becker today who would like to come and see it.  M. Dempsey will call him back with January 29th as a possible date.  

Webster property , Town Forrest – the selectmen have asked the CPC to steer this along.  Looking at buying it with state help.  The Water Dept is interested in getting a piece of it.  The grant is due March 12th, for a $500,000 matching.   

Dorna caskie is interested in helping out.  Need draft letter to send from ConCom and letters of support from 4 different committees.   No public hearing is required before sending it in.
