Conservation Commission Minutes 02/11/2009
February 11, 2009

Present:  M. Dempsey, S. Sexton, T. Schaefer, C. Keene, T. Grim

Meeting opened:  7:17 pm.

ConCom Business - M. Dempsey made a motion to accept the minutes for January 14, 2009 as submitted.  T. Grim 2nd.  5 yes.  Unanimous.

ConCom Business - Fee schedule/Bylaw fees:  Lori will advertise a hearing for the Bylaw Fees for next month’s meeting.  Commissioners all agree to have a hearing on fees next month.  

ConCom Business - MACC – Saturday, February 28, 2009. If commissioners want to go, they’ll need to sign up and submit for reimbursement.    

ConCom Business - MVPC – MIMAP
T. Schaefer will speak with other town departments: Assessors, Highway, and Building Inspector to see the possibility of obtaining this mapping program data base for our town.  

ConCom Business
Mike, Claudia, Jim Manganiello and Lori held an informal meeting to discuss problems from where J. Manganiello lives on the Haverhill line to the Merrimack.  A study needs to be funded to direct the Highway Dept.  J. Manganiello wants to help ConCom raise funds towards the study.  M. Dempsey suggested using a portion of the Open Space Fund towards this study, with the goal of getting this study done by the end of the year.  This group is discussing fundraising ideas.  Some of the multiple problems associated with this watershed area are flooding; beaver dams; culverts that are too small, etc.  M. Dempsey made a motion to propose setting aside $2,000 from the Open Space funds toward the Johnson Creek Watershed Study Fund T. Grim 2nd.  All in favor.  Unanimous.   

ConCom Hearings:

3 Stonebridge Road – The applicant needs to re-file.

4 Wyka lane – Lot 2 –  NOI/GNOI
Present:  Leanne Wright
The house and garage are built, and the foundations are done.     She’s requesting a seasonal restriction waiver.  M. Dempsey made a motion to tentatively grant a one week seasonal restriction waiver for exterior work at the barn for 4 Wyka Lane for $50/day.  Two days notice is required prior to work commencing for a site visit as well as a post inspection site visit.   T. Grim 2nd.  All in favor.  Unanimous.   Closed 7:52 pm.

Electric Company – 23 School Street - ANRAD  
This hearing has been continued to March 11, 2009.  On March 11, 2009, ConCom will vote to continue this hearing to April 8, 2009.  A site visit is scheduled for:  April 4, 2009 at 8:30 am Saturday, in front of the Electric Company building.  Lori will contact the two abutters who would like to attend this site visit.  The Electric Company will have their wetland scientist present.  Closed 7:59 pm.

ConCom Business - Consultant rate  
Commissioners discussed their administrative consultant’s rate.  C. Keene made a motion offer $20/hr to their Administrative Consultant.  M. Dempsey 2nd.  All in favor.  Unanimous.  Closed 8:10 pm.  

Open Space Committee
The Open Space Plan is currently on Groveland town website, as well as the final version with appendices.  The Open Space Committee drafted a letter which needs letters of support by different committees in town to submit to the state.  Upon receipt of the Open Space Plan, the Open Space Committee can apply for matching state grants for land acquisitions.  The OS Committee needs a letter of support from ConCom.  Commissioners will sign the letter no later than at our next meeting to be held on March 11, 2009.  

M. Dempsey is awaiting an answer from Essex County Greenbelt regarding the Kelly property purchase.   M. Dempsey suggested ConCom and Open Space join Essex County Greenbelt.  M. Dempsey stated there are other grant organizations to apply to such as the Stevens Foundation.  Bob Guptill  suggested looking at each of these properties this spring.   He also suggested that CPA money be allocated into the conservation fund on a yearly basis.

Need to schedule a Saturday for site visits to see properties and Town Forrest.  Site visit for Town Forrest – Saturday, April 11th, 8:30 am – meet at the chicken coop.  

The Open Space Committee will do a site visit to assess clearing downed trees in Town Forrest.  They will meet again with ConCom  on March 11, 2009, and recommend if downed trees should be cut, etc.   

T. Grim made a motion to adjourn the  meeting at 9:00 pm.  T. Schaefer 2nd.  All in favor.  Unanimous.
