ConCom Business: 186 Washington Street – Building Permit Sign-Off
Present: Eric Gorski. Opened at 7:18 pm. E. Gorski explained the changes in his SFH building. The footprint will remain the same. When the Building Permit is signed, E. Gorski will install his staked haybales for erosion control. His local and state permits were for 3 three years (expire 12/6/09). He will need to file for an extension. The Building Permit was signed. When he has the erosion controls are in place, he should call the ConCom office so a Commissioner can look at them the following day. Informal hearing closed 7:31 pm.
ConCom Business: 83 King Street
Present: Henry Wong . The wetlands were flagged. They kept the garage out of the 50’. Applicant submitted a photo describing placement of proposed garage. Applicant will submit a GRDA, but may proceed with his work. Closed 7:36 p.m.
ConCom Hearing: Groveland Light Department – GRDA
Opened 7:37 pm. 7 borings – erosion controls
The project is for 7 borings and erosion controls. Most of the borings are within the buffer zone. The boring is to drill a hole to determine soils and water table so that the foundation and drainage can be properly designed. The erosion controls will be silt fence around the perimeter at the lower edge. Borings will be a few inches in diameter, and appx. 10’ in depth, or until they hit solid ground. They need to determine whether it’s feasible to put a building in the area depending on the soils. The holes will be filled back in when they’re done.
An abutter said her lot is nothing but bog. It’s very wet area in the back of the lot which also abuts the brook. She has concerns what the disruption is going to mean to the water table in her yard. She gets water in her basement after days of rain. She doesn’t want it to flow into her yard. M. Dempsey explained to her that the project cannot increase any flow. Storm water management will be swails and detention facilities, Bio retention areas and rain gardens. It will depend on what they find with the borings. Currently, the water gets channeled into a conduit and then into the river. Right now it’s not sufficient because the water table is very high.
ConCom suggested that Bob Arekalian attend future hearings for the Light Department to discuss the conduit pipe and where it flows into the river. M. Dempsey made a motion to issue a permit for the 5 borings within 100’ buffer with 2 outside of the 100’ buffer. C. Keene 2nd. All in favor. Unanimous. Closed 7:58 pm.
ConCom Hearing: Town of Groveland River Pines. M. Dempsey made a motion to continue the hearing July 15, 2009. C. Keene 2nd. Waiting for the state’s MESA result. All in favor. Unanimous.
ConCom Hearing: New England Power Company - continued
Paul Richards made minor changes to the draft OOC. M. Dempsey made a motion to close the hearing and issue the OOC. C. Keene 2nd. All in favor. Unanimous. The New England Power Company will need to come back to ConCom and file for a waiver and pay for inspections.
ConCom Business: May Minutes
T. Schaefer made a motion to accept the minutes from May 13, 2009 as submitted. C. Keene 2nd. 1 abstain. Motion passed.
ConCon Business: Summer Schedule
Monday night sign-offs will be every night in June, July 13th and 27th, and August 10th and 24th. September will resume on the 14th. The next ConCom meeting is July 15th. There will be no ConCom meeting in August. Commissioners discussed the summer schedule.
ConCom Business: Board of Selectmen Re-Appointments
M. Dempsey, T. Schaefer and T. Grim all accept their re-appointments.
ConCom Business: Community Service
The police caught some kids riding their ATVs or motor bikes at Meadowpond. The kids are now doing community service. Marty Camp has been supervising them and submitted a detailed log of their work. The trails look great at Meadowpond. The work has been done very well.
