ConCom Hearing: Bond Money
Present: Tom Neve
T. Neve requested his bond money be returned to him. He put together a new Security Agreement for ConCom. He brought the old Security Agreement that was recorded. The new one would need to be recorded as well. The Amended Security Agreement will be forwarded to The Town of Groveland and then money can be released. M. Dempsey will contact Greg Labrecque and let him know Tom Neve will be bringing over an Amended Security Agreement. L. Felch notarized three copies of this document.

ConCom Business: Minutes
M. Dempsey made a motion to approve the minutes for June, 2009 as submitted. C. Keene 2nd. Motion: 5 yes; 2 abstain.
13 Wood Street/COC: Informal Hearing
Present: Julie Schubert . Commissioners discussed issues regarding the COC request. Claudia McKee looked at the site and felt the COC should be held off for 2 growing seasons. Jim Stewart looked at the site as well, and said the work is completely done and seeded, and that they’ve replicated everything they were supposed to. He said it absolutely can’t wash out and is as stable as can be. T. Grim will do a site visit tomorrow.
ConCom Hearing: 301 Main St. – Getty Station –
Present: Matthew Meserve, Tyree. Hearing opened 7:49
Project is to remove USGs. Erosion controls will be haybales & silt fence. He submitted the green cards and tear sheets. T. Grim asked how many cubic yards will be pulling out ? M. Meserve said 300 cubic yards maximum. J. Stewart asked how many tanks would be removed? M. Meserve said three 10,000 gallon fiberglass tanks. They were installed in the early 90’s. The pavement would be restored after the tanks are removed. It’s also the driveway for the post office. Getty’s lease runs out in September. Ground water would be monitored and tested every three months. It’s classified as a Tier 1 site. Stockpile would be transported within 2-3 weeks. The pumps are being removed.
Stockpile is within the 100’ buffer. There will be 2 rows of haybales. The removed soil is dumped on poly then covered and surrounded by haybales. They’re following DEP requirements for contaminated soils. M. Dempsey asked for a timeline. M. Meserve said they would like to complete the work in August. The DEP filing number had not been given yet. M. Dempsey made a motion to continue the hearing until July 27th at Town Hall at 7pm. T. Grim 2nd. All in favor. Unanimous. Hearing closed 8:13 pm.
Informal Hearing: 5 Coleman Road –
Present: Matt Doughtery.
M. Doughtery went Monday night to speak with a Commissioners Keene and Stewart. They recommended he come before the Board for an informal hearing. He’s starting preliminary work, testing soils. He’s trying to find out what he can do on the property. Majority of the site falls under 100’ buffer zone of the wetlands. The lot currently does not have a home on it. There are two easements on the property. He’s waiting to see what type of soil they have before they design a site. ConCom will use the same standards used for the other homes on the same pond. Informal hearing closed 8:22 pm.
ConCom Hearing: 83 King St. – Garage
Present: Henry Wong
Haybales will be put alongside the driveway. Staked and backed by silt fence. H. Wong will call T. Schaefer when the haybales are in. M. Dempsey made a motion that ConCom grant a permit for a garage at the rear of 83 King St. with erosion controls placed along the 50 ‘ buffer and call the office before starting work. T. Grim 2nd. All in favor. Unanimous. Hearing closed 8:29 pm.
ConCom Hearing: 4 Berrywood Circle – NOI/GNOI
Present: Bob Lynch, Atlantic Engineering, Georgetown, MA.
Hearing opened 8:31 pm. They submitted the green cards and tear sheets. Bob Lynch described project using photos. Project is to install a garage on top of existing driveway. T. Grim said this project is actually reducing storm water runoff. DEP# 030-0392. A preconstruction site visit is required. They’ll be using the siltation sock. Commissioners discussed this erosion control and where haybales should be placed. Bob Lynch said they’ve had much better success with Probark, Inc. Filtrexx Silt Soxx. Erosion control will be placed south side of the house. Appx. 100’ in length. T. Grim made a motion that ConCom approve the project as submitted with the change in delineation for Filtrexx Soxx. 10’ closer to the wetlands as indicated on the map. C. Keene 2nd. All in favor. Unanimous. Hearing closed 8:46 pm.
ConCom Hearing: 4 Marion Ave. GRDA –
*Carl Keene recused himself. He did not participate as a Commissioner.
Hearing opened 8:47 pm. Project is a 10x12 shed. Owner Carl Keene plans to hand dig the 6 Sona Tubes. There will be no tree cutting. The shed is more than 50’ from the top edge of bank. He plans to cut 4 small 6” caliper trees to continue the trail. M. Dempsey performed a site visit. T. Grim made a motion to allow C. Keene to install his shed and cut down 4 trees of 6” diameter to complete a turn-around area in the path. T. Schaefer 2nd. All in favor. Unanimous. Hearing closed 8:59 pm.

Commissioners discussed the two applicants at length. T. Grim made a motion to hire to offer Timothy E. Collins. All in favor. C. Keene 2nd. Unanimous.
