ConCom Business: – Sign-offs
The Town may be restoring sign-offs. All boards meeting to be held on November 14, 2009.

Hearings:
12 Merrimack River NOI/GNOI – Dock
Present: Frank Perra
Hearing opened 7:36 pm. Applicant submitted green cards & tear sheets. Seasonal floating dock. F. Perra has previously met with a few of the Commissoners, spoken with Pam Merrill at DEP, and Harbormaster Jack Callahan. F. Perra adjusted his design based on the harbormaster’s recommendations. Commissioners reviewed the maps and plans F. Perra submitted. C. Keene told him 4’ wide is very narrow. F. Perra based his design on his neighbor’s dock. DEP wants everything to be removable.
Still waiting for DEP’s issuance of a file number as well as Natural Heritage. A site visit will take place to observe the condition of the bank and the BVW on Saturday, November 7, 2009 at 8:00 am. Hearing iscontinued until December 9, 2009. Hearing closed 8:06 pm.
Open Space – M. Dempsey said they have heard nothing for the land grant for 60 acres of Webster property as yet. The State has been slow to respond.
Water Tower – Town Forest – ConCom is reconsidering a water tower being built on Town Forest. Water Department would give conservation $100,000-$150,000 towards the Webster property. It would be beneficial to the Water Department because it would save them money to put the water tower on Town Forest. Bruce Adams is recommending this. The Conservation Commission has previously argued against this water tower in the past, however, acquiring the 60 acres would be beneficial. The water tower would be placed at the top of the hill. Some issues will be how they would get to the top of the hill, however, with the purchase of the Webster property, a road could be made which would make accessing the water tower less obtrusive. M. Dempsey
will be meeting with the manager of the Water Department. M. Dempsey will invite him to our next ConCom meeting. Selectmen wants Management plan put in place – asking Town Counsel to put it in ConCom’s control.
ConCom Business – Monday night, November 2, 2009, at the Community Preservation Committee meeting, Jim Bussing came because his project did not go through, and he’s willing to sell the Center Street property to the town.
The next ConCom meeting is scheduled for December 9, 2009.
S. Benanti made a motion to close the meeting at 8:23 pm. T. Schaefer 2nd. All in favor. Unanimous.
