I. Call to order – 7:10 pm

II. Agenda (approve) Mary made a motion to accept agenda Tom seconded, vote was unanimous
III. Correspondence – a list of documents contained in the folders in central office
IV. Minutes (approve)
a. Motion made by Tom Atwood to approve minutes from August 24, 2005 as amended seconded by Glen Kemper. Vote Unanimous
V. Old Business
a. Facilitator update – request a facilitator on an as needed basis. Senator Baddour has volunteered to be the facilitator himself. Senator Baddour’s office is writing a letter to this regard.
b. Bonnie left a message for Jeff Wulfson to come and speak with the Task Force. He has not returned the call as of today
c. Minutes posted on Groveland website – Groveland and West Newbury will post minutes on Website. Merrimac will post in the Town Hall. Glenn to get Maureen the email address for the West Newbury Selectman Secretary.
d. Review files in Central Office – update from Maureen & Nick T. – Memo from Peter McGinn
e. Data collection update – DOE to verify the calculation of the 2 step method Bonnie’s numbers include capital and it was decided that capital should show in a separate column. The years that stabilization fund are in the assessment, the stabilization needs to be taken out. Venner made a motion to invite a representative from the Board of Assessor’s office from each town to come and explain each town’s method of assessment. Seconded by Bill Darke. Vote; Unanimous
f. Discuss Two Step Assessment Method and Chapter 70 Aid trends over the last 10 years –
g. Review of 8 Regional Agreements to identify other assessment methods used from Regional Districts – Bonnie asked for a volunteer to take on this responsibility. Bill Darke volunteered
VI. New Business
a. Maureen Moran will look into getting breakdown of last 10 years of the income section of the regional agreement
Action Item
Maureen to follow up with Peter McGinn on RA documents
Distribute approved minutes to this committee and Board of Selectman Secretaries
Bonnie will follow up with Jeff Wulfson about meeting
Glenn is going to check out 2001 stabilization contribution for WN
Bonnie send letter to Board of Assessor
Bonnie will follow up with DOE chapter 70 contribution by town for 2002
Bonnie will add calculation to give credit per town for Chapter 70
Maureen Moran will get information on income side of the budget
Tom Atwood will provide memo from Attorney Steve Finnegan
