Board of Selectmen Minutes 06/26/06
Meeting called to order at 6:12 P.M. at Town Hall.

Present:  Elizabeth A. Gorski and William H. Darke, Chairman.

Absent:   Barbara A. Sheehan

Pentucket Budget
The Selectmen, Finance Board and Finance Director briefly discussed Pentucket’s need to provide an amended budget to the towns in order for the parties to discuss their plan of action.  Finance Director Labrecque told the parties that the school committee has called a meeting for Thursday and that the State Board will be present.  The Finance Board members were given a copy of Town Counsel’s letter answering questions raised by the Selectmen at their meeting on June 16th.  Selectman Darke told the Finance Board that he will review the letter and see what the town’s options are.

Planning Board request for Town Counsel
Planning Board member Robert O’Hanley asked permission to have Town Counsel meet with his Board and the Town Clerk to brief the parties on the proper procedure for filing Planning Board Decisions and other paperwork with the Town Clerk’s Office; that the Town Clerk has continued to express concern with the procedure being followed and would like legal clarification.  Selectmen approved the request.

Right of First Refusal-Groveland Commons Affordable Unit
Moved Gorski, seconded Darke, and it was

VOTED:   To waive the Town’s right of first refusal on purchasing
                   #35 Groveland Commons from Jason and Jennifer Pacheco.

A letter will be sent to CHAPA and the owners notifying them of the Board’s waiver of the town’s right to purchase said unit.  The unit is deed restricted as an affordable unit for perpetuity and the Selectmen do not see a need to purchase the property due to deed restriction.

Annual Appointments
Moved Gorski, seconded Darke, and it was

VOTED:   To appoint the Public Safety personnel recommended by the
                  Police and Fire Chiefs (see attached lists), and the 5 members of the
                  Board of Fire Engineers.

Moved Gorski, seconded Darke, and it was

VOTED:   To reappoint Carol Rawson and Brenda Cross to three
                  year terms on the Council on Aging (July 1, 2006-June 30, 2009); and

                  To reappoint Jeffrey Pappas, Kevin Cunniff, Joseph Francis,
                  and John Osborne to the Capital Improvement Committee, said
                  appointments effective July 1, 2006 through June 30, 2007; and

                  To reappoint Greg Labrecque as Finance Director through June 30, 2007.

                  To reappoint Andrew Wildes and Thomas Minichiello to three year
                  terms on the Finance Board, effective July 1, 2006 through June 30, 2009.

Selectman Gorski asked the Board’s Assistant to send a letter of appreciation to the Emergency Management Director and Assistants for all their work during the recent heavy rains/flooding threat.  Finance Director Labrecque told the Board he would prepare some thank you notes for the Board to send those who helped the town receive a million dollar grant for placePlaceNameElm PlaceTypePark.  

Acceptance of Minutes  
Moved Gorski, seconded Darke, and it was

VOTED:   To accept the Minutes of the meetings of June 12th
                 and June 16th, 2006, as presented.

Adjournment
There being no further business to come before the Board, moved Sheehan, seconded Gorski, and it was

VOTED:   To adjourn at 7:35 P.M.
