Board of Selectmen Minutes 10/02/06
Meeting called to order at 6:17 P.M. at Town Hall.

Warrants
Moved Gorski, seconded Darke, and it was

VOTED:   To approve Warrants #07-12A, #07-11 and #07-14.

Minutes
Moved Gorski, seconded Darke, and it was

VOTED:   To approve the Minutes of the meeting of
                  September 18, 2006, as presented.

Council on Aging Appointment
Moved Darke, seconded Gorski and it was

VOTED:   To appoint Joyce Mitchell, 301 Diane Circle,  
                   to serve on the Council on Aging, said appointment effective
                   immediately through June 30, 2008.

Proclamations
Selectmen read Proclamations received from the Jeanne Geiger Crisis Center and Proclamation from The Essex National Heritage Area, copies of which are attached to these Minutes and made a part hereof.   Moved Gorski, seconded Darke, and it was

VOTED:   To proclaim the month of October as Domestic Violence
                  Awareness Month in the Town of Groveland; and

                  To recognize November 12, 2006 as the 10th Anniversary
                  of the Essex National Heritage.
Finance Director regarding procedure for School Building Assistance
Finance Director Labrecque informed the Board that he has a copy of the paper work needed to begin the process for seeking school building assistance from the State.  Labrecque asked whether the Board wants him to attempt to fill it out or do they wish to appoint a committee to begin working on the paperwork (future building committee).  Selectmen asked Labrecque to contact those who had previously expressed an interest in serving on a building committee to see if they would be interested in helping with this task.

Town Complex Grounds
Selectman Gorski complemented how well the town complex project has turned out stating that the grounds look beautiful and Chairman Darke agreed.  Labrecque told the Board that the Road Commissioner and his two men did a great job on the project.

Complaint
Chairman Darke briefly discussed a complaint he had received from a parent regarding her child being taken out of a class to talk to a police officer about a traffic issue that had occurred before the start of school.  Darke stated that the school doesn’t have policies that explain how certain incidents will be handled and stated that he thought there should be.
Darke stated he would like to work with the three Police Chiefs, Superintendent and other Selectmen to create a policy about Police procedures in the schools and asked the Board’s Assistant to contact Chief Weeks and ask him to help arrange such a meeting.

Funding for Approved Capital Improvement Projects
Finance Director Labrecque informed the Board that the funding for the window replacement project was short by about $8,000 and told the Board that he has three options – 1) do not replace the windows; 2) seek a Reserve Fund Transfer; or 3) use complex repair funds for now, and if the budget runs short seek a reserve fund transfer in
the Spring.  The Board approved using the current repair funds and seeking a transfer in the Spring if one becomes necessary.  Labrecque also told the Board that the South Fire Station may be eligible to receive a free furnace from the gas company if we change from oil to gas heat so that the furnace on the list for next year replacement may be done this year at no cost.

Paul Sheehan Scholarship Fundraiser
Chairman Darke announced that he and several friends of Sheehan family helped run the golf fundraiser this year due to Selectman Barbara Sheehan’s recent death.  Darke stated that despite the poor weather a good time was had by all and enough funds were raised to help the scholarship become a perpetual fund.  Darke stated it is his and the others who helped intent to do the fundraiser every Fall.

Special Town Meeting Warrant-October 16, 2006
Moved Gorski, seconded Darke, and it was

VOTED:   To recommend favorable action on Articles
                  #1 - #6 of the October 16, 2006 Town Meeting Warrant.

VOTED:   To adjourn.
