Board of Selectmen Minutes 10/16/06
Meeting called to order at 6:12 P.M. at Town Hall.

Request for Meeting
The Board received a request for a meeting with Robert Ward, Superintendent of Haver Water/Wastewater Division to discuss activities occurring on Johnson Pond and its watershed in Groveland.  Chairman Darke asked the Board’s Assistant to arrange a meeting and invite the Police Chief, Health Agent, Water Commissioners and Conservation Chairman.  

Request of Division of Fisheries & Wildlife to Purchase town owned land
The Board reviewed letter dated October 4, 2006 from Fisheries and Wildlife expressing interest in purchasing a parcel of town owned land on Center Street and identified as Assessor’s Map 13, Lot 22 containing 4.5 acres.  Dennis McNamara, Land Protection Specialist informed the Board that the State is interested in this land because it abuts their Crane Pond Wildlife Management Area and that they would be willing to pay the assessed value of $19,100.00, subject to their receiving a confirmatory appraisal.  Mr. McNamara had informed the Board’s Assistant by telephone that he has spoken with Bob Guptill of the town’s Open Space Committee about this property and Guptill was in favor of the State taking ownership.  Chairman Darke asked that Guptill be asked his opinion on the proposed sale of this parcel.

Request to expand Bagnall Summer Program by using Pines Recreation field
Camp Director Matt Castonguay and Jim Day met with the Board to discuss their idea for expanding the Bagnall Summer camp by receiving permission to use the Pine’s Recreation Area baseball field for 30 days during the period of June 25 through August 10.  See Sports Program sheet Day handed out to Board, a copy of which is attached hereto and made a part of these Minutes.  Day explained that adding the Sports option would all parents to have three options for their children during the summer.  The Selectmen stated they were in favor of the idea and asked them to work with the Finance Director on the details.  The men were reminded that they would need to be sure that rubbish is not left at the site and that enough counselor’s are available for safety reasons.  Castonguay told the Board if enough children leave from the Bagnall camp, then counselors from the camp would be sent to the Pines to assist with the sports program.
Castonguay and Day thanked the Board for their support.

Finance Director
The Board asked Labrecque to look into establishing a fee schedule for use of town fields/facilities.  Labrecque informed the Board that the Town of West Newbury is in the process of doing that, including charging town sports teams a users fee; Labrecque stated he does not think taxpayers or town teams should have to pay a fee.
